Innsmouth's citizens can be divided in two categories: those who have a "normal", human aspect, and those who have the "Innsmouth look".
Those who have the so-called "Innsmouth look" are often hostile towards Jack.

The normal looking folk of the town are extremely afraid of the Order. They are indifferent towards Jack and won't be of any help. They are poor looking and can sometimes be seen crying on the park benches.

The sick folk of the town are hostile towards Jack. They are members of the Esoteric Order of Dagon and are fanatical in their ways. They despise strangers as well as anyone who shows too much interest in the town's affairs, and they are ready to kill if necessary... They are actually hybrids of Deep Ones and humans. These citizens are normal looking in their early life but after their tenth year, they begin to change and look more and more like their Deep One parent. In time, they can't live on the surface anymore, so they swim down to Y'ha-nthlei (the city of the Deep Ones near Devil's Reef) where they will live forever thanks to their immortality.
